Subject: Catalyst-Devel-1.34 requires Starman, which does not work on Windows
As Starman installation fails on MS Windows with failure:

"This distribution doesn't support your platform MSWin32"

I guess that Starman is not intended to work at MS Windows at all. Please reconsider whether you want Catalyst::Devel to fall into the same category.
