Looks like the issue is the space in the filenames (C:/Documents and Settings/). You can try setting PERL_CPANM_HOME to something that doesn't contain spaces, like C:/.cpanm but this should really be reported back to Test::YAML::Valid - the distribution's test is broken in such an environment.
