Net::OSCAR reports fatal error 17, 'Too evil (sender) (http://www.aim.com/errors/SUSPENDED_n.adp?ccode=us&lang=en)' on trying to login when the account has not yet been verified/activated. This might be a bug in the AIM servers, and not in Net::OSCAR.
