From the JFIF spec:
"The RGB components calculated by linear conversion from YCbCr shall
not be gamma corrected (gamma = 1.0)."
Does this mean we should convert RGBs to linear.

Going by ITU-R BT.601 the samples are presented as with gamma, so we
don't need to linearize the samples.
