there are certain trouble distributions that can cause major problems
that are hard to track down. one example is XML-SAX-Base. the problem it
causes is nicely described here:

since many users are affected by this and nobody has rectified the
situation on cpan, it would seem reasonable to allow users to blacklist
the distribution at the level of the installation tool.
