Right now we have: "http://api.metacpan.org/pod/$module" which is pretty sad, and only occasionally works, when the module name matches /^[a-z:]+$/i

I'd like to use something in core perl for escaping URIs but I don't think I get that. "URI::Escape was not in CORE (or so I think)" I checked the perl cookbook but it recommends noncore modules like URI::Escape.
