Hi Todd
On the Padre support channel and mailing list we see a slow but
continuous flow of install failure reports due to IPC::Run, and
specifically the parallel.t test case, which hangs indefinitely and
can leave the operating system in a somewhat damaged state.
Since (I imagine) most use cases for IPC::Run don't involve parallel
stuff (we just need it for Capture::Tiny) would it be possible to skip
that test as dangerous on Win32?
