Not all (albeit most) modules use "Changes" as the name of the Changes file.
DBD::mysql for instance uses ChangeLog.
I have another rather individual reason for raising this. I sometimes package my pivate perl modules
as native Debian packages. Then the file is debian/changelog and one could not really make it
Changes in those circumstances.
