This is actually a bug in the latest version of Module::Signature. The
shipped SIGNATURE file checks out fine with Module::Signature 0.66, but
not 0.67.
We've pinged the relevant maintainer.

This is fixed by Module::Signature 0.68 which is on CPAN now. If you
upgrade, you'll get a correctly verifying SIGNATURE file.
