5.8 has been EOL'd by the porters. My personal policy has always been to install your own perl on commercial Unix (RH, OS X, Solaris) because their system tools depend on various bits of the perl they ship and developing against it can and will cause problems. However, as this issue doesn't seem to be related to your EOL'd Perl: it seems that there's a CPAN/Config.pm somewhere that's fouling things up for you. Remove that if you can and try again.
I believe that the bootstrapping code now better accounts for odd CPAN::Config files. Closing this as fixed. Can be reopened if anyone else seens similar problems.
