Cpantesters have seen fail reports for both:
Can't locate LWPx/ParanoidAgent.pm
and
Can't locate Net/OpenID/Consumer.pm
I see you're treating the two modules as "recommends". but if tests
fail, they should be prerequisites.
Because something apparently fails when they are missing. I'd say either
make the tests skip or declare the modules as prerequisites.
