DateTime::TimeZone->all_names should return all names, but doesn't
include UTC.
So Bugzilla (for example) doesn't list UTC as one of the options. See

As UTC is the "base" timezone shouldn't it be returned in the list? The
links sometimes point to it.
I see this in 1.19, 1.22 and 1.31
