What do you mean by "not declared"? What's the bit that needs to be flipped to make it pass? We're investigating this as a MakeMaker regression. It looks unrelated, but I'd feel better knowing that for sure. https://github.com/Perl-Toolchain-Gang/ExtUtils-MakeMaker/issues/#issue/13
