$ua->timeout(10);
$ua->env_proxy;

The site requires at least one character after mozilla/5.0, then
it works properly.

FWIW, I get
http://www.sprachreisen.de does not exist
403 Access Forbidden at lwp.pl line 28.
That site deliberately blocks lib-wwwperl. See the output of
lwp-request -m GET -USe http://www.sprachreisen.de
