latest Dist::Zilla::Plugin::MinimumPerl version is 0.x, not 1.x therefore your dist is not installable.

Thanks for this notice! I didn't realize that v1.001 didn't get on CPAN somehow... I've uploaded v1.002 to CPAN, so this problem should go away :) -- ~Apocalypse
