Cpantesters have seen fail reports with either of
Can't locate Data/Types.pm
Can't locate DateTime.pm
Can't locate Test/Exception.pm
All three are used in tests and not declared as dependencies.
Besides that there are other issues that cause fails but to properly get
data about the other things it would be good to see the three reasons
fixed and analyse the rest with future fail reports.
