Subject: it claims modules on CPAN are not on CPAN
This may be a cpan.org issue and not CPAN or CPANPLUS modules. I tried installing a new module, fields::aliased, only to be told it did not exist. Several variations included typing out file name with version , "fields-aliased-0.4"). I was able to download it manually from search.cpan.org and did. Tried manual install, and was told I needed Lexical::Utils. What do you know? Same issue with that module as well.

Ehm, i can't find either of those distributions on search.cpan.org either... where did you find these modules (or references to them)? Sorry, no, PAUSE seems to run smoothely, so if a module is missing in the indexer, I need to know exactly which distribution-file to investigate. -- andreas
