Hi,
Could you please clarify Test::CheckManifest's license?
I see two contradicting licenses being mentioned in your perl-dist:
1. http://cpansearch.perl.org/src/RENEEB/Test-CheckManifest-1.22/README
tells:
"This library is free software; you can redistribute it and/or modify
it under the same terms as Perl itself, either Perl version 5.8.6 or,
at your option, any later version of Perl 5 you may have available."
=> GPL or Artistic 1.0

tells:
"This library is free software; you can redistribute it and/or modify
it under the same terms as Artistic License 2.0"
=> Artistic 2.0
