The docs for UtilsBy say this in the TODO - "Merge into List::Util or List::MoreUtils" Apparently the author tried to do so in the past with no luck. Maybe now that Adam Kennedy is maintaining MoreUtils he could try again. It seems rather ridiculous that even Utils & MoreUtils both exist, thus necessitating AllUtils.

Well, Utils is core, so I can see a general "less core bloat" argument, but I agree with you 100% -- David
