Subject: CopyReadmeFromBuild should only fire on `dzil release` and `dzil build`
Hello, I don't think it makes sense to copy the readme for "internal" build runs, as are used for `dzil test` and `dzil xtest` (for example). Doing so simply messes up one's work tree unnecessarily. Instead, this plugin should fire on `dzil release`, and perhaps `dzil build` as well. -Mike

ie it should be an AfterRelease
