Sorry for the spam, I believe all BBC (Bleadperl breaks CPAN) cases need
two tickets (unless they are resolved within a very short time period).
What makes this case even more urgent is that the discourse that has
already CC'd perlbug did not trigger the creation of a ticket at
rt.perl.org.
I've kept the subject line to make finding the discussion easier.
