In the document of Net::Amazon::EC2, it is written that "CreateVolumePermission" can be specified for "Attribute" of "modify_snapshot_attribute". However, it is necessary to actually specify "createVolumePermission" because it fails in "CreateVolumePermission".

This is fixed in 0.15 coming in a day or two. Thanks for the report.
