MODULEBUILDRC is deprecated in favor of PERL_MB_OPT

Recent local::lib uses PERL_MB_OPT instead of MODULEBUILDRC. This app needs to be updated to match when running with a newer local::lib.

David, is this https://github.com/StrawberryPerl/App-local-lib-Win32Helper/commit/a5acb978558d36d20db4dee1dbdd12ca858fd766 a correct fix?

I put a commit there that upped the requirement for local::lib based on the version that appeared to make the change that requires this. Could you release that, please?
