Bug #63877 for Win32API-File: [PATCH] Add [Set|Get]StdHandle functions

Hi, Attached is a patch to add the GetStdHandle and SetStdHandle functions. These are documented as: http://msdn.microsoft.com/en-us/library/ms686244%28v=vs.85%29.aspx http://msdn.microsoft.com/en-us/library/ms683231%28v=vs.85%29.aspx This code is lifted directly from Win32::Console where they are undocumented 'private' functions. It would be extremely useful if these were available in a core module, Win32API::File seems to be the best fit.
