It's currently listed as 'recommends' rather than 'requires' as it's only necessary if you use Perlanet::Trait::YAMLConfig. But the tests use Perlanet::Simple (which, in turn, uses Perlanet::Trait::YAMLConfig). So I think it should be in 'build_requires' as well. Does it work for you if you move the line in Build.PL from 'build_recommends' to 'build_requires'?
