Trying to install the Graphviz module using the CPAN shell on Windows 7
with Cygwin 1.7, I noticed that IPC::Run failed to install because it
fails a test:
t/kill_kill.t ................ 1/2
# Failed test 'Did not need kill_kill'
# at t/kill_kill.t line 42.
At the start of the file, there is code to skip the tests for Win32.
Should they be skipped for Cygwin as well?
