MooseX::Method::Signatures neglects to state a dependency on
B::Hooks::OP::Check and fails its tests if this module is not installed.
Most users will not notice this because Devel::Declare has a build
dependency on B:H:O:C and most users install build dependencies.
However, the cpan client offers the ability not to install build
dependencies, in which case MooseX::Method::Signatures does not install.
