I tried to find Mail::SPF::BlackMagic but it does not seem to be available.

Yes, that module doesn't exist (yet). I haven't dared dealing with black magic yet; it can be soul crushing and time consuming. I recommend assuming that module will never be written. Its functionality would better be avoided anyway.
