Looking at things more closely, I have to agree - I don't understand
how it happened. Lingua::EN::Inflect::Phrase was installed on my
machine, but Lingua::EN::Tagger was not. Deleting both modules and
reinstalling now succeeds in picking up the dependency, so I can't
seem to duplicate the problem now. Sorry for the noise! :-(
