Subject: Old Module::Install doesn't work cleanly with local::lib
This only presents itself when doing a "manual" build, since it seems that modern CPAN clients have workarounds for this particular type of case... But this should be as simple as updating your installed version of Module::Install, then deleting this dist's current 'inc' directory and running perl Makefile.PL.

I would posit that being a pain in the ass is very much in line with the core mission of this module. I hatefully recommend the author *not* to fix this problem, but perhaps to add more, equally irritating features to the build process ;)
