I frequently work on modules that I do not maintain. For Dist::Zilla,
I'm required to run dzil, wait for it to run, search in huge list of
stack trace name of missing plugin, install it from CPAN. Repeat.
Task::Dist::Zilla does not save as at least one of plugings hangs when
installing on Windows.
So sometimes I choose to abandon working on module even before I start
real work. It would be convenient to have dzil command to list missing
plugins.
