Subject: libpng not found on cygwin if no pkg-config available
cygwin doesn't have symlinks from libpng.a to libpng12.a so the search and link fails Also there's no /usr/include/png.h, just /usr/include/libpng12/png.h Probably means Imager::Probe needs to be able to search for multiple "configurations".
