Subject: Neither Makefile.PL nor Build.PL?
Therere are no instructions how this is considered to be installed. Since a perl module is included I'd expect a {Build,Makefile}.PL but there is none.

It's actually not a perl module, it's an Emacs extension. Instructions and further doc pointers are at http://search.cpan.org/dist/pod-mode/lib/Emacs/PodMode.pm Is there anything in particular one should be doing to instruct the CPAN toolchain to not even try to install anything? I figured not having a build tool would be sufficient.
I didn't watch the toolchain, I was only irritated and immediately was (wrongly) sure you had forgotten something. But since the ticket is already open I could say that the packaging is probably irritating for others too. It seems that there is an Emacs/PodMode.pm file that contains no code and is never installed by anything. And there is a README that tells me that this is a distribution. This is a bit terse. If the README would say, that there is a pm file that contains installation instructions I would know where to continue. Bonus points for saying how to read the instructions. If the README or the instructions would say that there is no perl code at all because the whole distro is about emacs code, this would clarify things for the human consumer. Nothing of major importance but maybe it helps others a bit.
