Subject: Can't set "author=" in config.ini
at present, doing author= in config.ini results in a "your config is hosed" error from App.pm As per discussion in IRC, RJBS lamented that we need a [User] or similar section in config.ini, due to config.ini not being permitted to have root values. This bug report is a reminder to that effect =).

Note for people encountering this issue: At present, ( at least, according to rjbs ), you can stash the 'author=' inside profile.ini, that way dzil new will work.
