Subject: dzil new should add an empty Changes
it be really nice if an empty Changes was added at creation time

I think this is up to the individual author, and belongs in a profile. In the future, I might offer a installed-with-dzil profile that has a less bare-bones set of plugins, but for now I want to keep it minimal and see how third party plugins grow. -- rjbs
