When the Filter plugin isn't able to load the PluginBundle it's supposed
to filter, the user gets perl's standard "Can't locate in @INC" error
message.
Every other place in dzil seems to generate custom error messages,
containing the full name of the module that failed to be loaded. It'd be
nice if Plugin::Filter could do that as well, as it makes copying the
missing module into cpan clients that don't support installing
"Foo/Bar.pm" (which is everything but CPAN.pm, i believe) much easier.
