When File-RsyncP is used to receive files from a remote server, it will
not properly send a list of filter rules when the -C/--cvs-exclude
command-line option is as one of the rsyncArgs list.
The issue is that the processing of the -C/--cvs-exclude option is done
using the same code as used for --include, --exclude, etc -- and these
options all expect values, whereas -C/--cvs-exclude does not.
The attached patch corrected the issue for me.
