I have experienced the following test failure with Regexp-Copy-0.06 on my MS Windows perl 5.12.0
Running make test
D:\strawberry32\perl\bin\perl.exe "-Iblib\lib" "-Iblib\arch" test.pl

ok 1 - we loaded fine...
no re magic currently set in re at D:\strawberry32\cpan\build\Regexp-Copy-0.06-Q
