On debian the "sensible-browser" command would be a good candidate for open_browser() to try. It understands $BROWSER and the "alternatives" system things like x-www-browser so might go ahead of those entries in @known_commands. (It copes too with a $BROWSER value like "foo %s" where the %s should become the url. Dunno how normal it is to have that though.)
