Subject: Many test warnings if Template::Provider::Encoding not installed
If Template::Provider::Encoding is not installed, the test suite generates plenty of warnings. For example (and not just on this obvious test): t/10providers.encoding.t .. skipped: Template::Provider::Encoding [warn] Can't load Template::Provider::Encoding, (Can't locate Template/Provider/Encoding.pm in @INC (@INC contains: ...)
