It would be nice if could be plugins to a higher level Test::Skip module.
I have uploaded a place holder for Test::Skip to CPAN. Maybe you can
have a look at the API and give me some feedback.
As you can see, Test::Skip implements what I asked to add to your module
but at a higher level so you don't have to write it and so it can be
used by other modules like Test::Requires. I have proposed the same
thing to his author

I have not though much about the API to make plugins but I'd like the
plugins to be usable as stand alone modules too.
