No, this is not related. I'd rather believe you tried to download before your index was updated. Yeah, I was misled by cpanf's purported ability to get the latest version of a module from cpantesters, which isn't always the case, as well as the fact that this (version scheme mismatch) is the case for Continuity (version 1.1, the latest version from the CPAN shell, and 1.1.1 the latest stable release, by date).
