test_exists_executable should either test if the executable exists
(documentation doesn't say if $PATH is used or not to check although
synopsis gives a hint) and should return true or false
Or Deprecate and completely remove the module.
Since the Test::Skip::UnlessExistsExecutable module exists there is no
reason to confuse users with two modules that do the same exact thing
with contradictory module names.
