Unexpectedly I've found an easy to fix reason for that: the read packlist was from previously installed package, and the written .packlist was for the new one. Maybe you both could check if that fixes the issues for your installation (apply eu-mm-patch) and @Michael, maybe you could take a look at patch-a[ab] (still contains fix for AIX-dynlib-RT, which is committed upstream meanwhile) and give a statement if the fix looks reasonable or you had sth. in mind with reading .packlist from different location.
