Using /usr/bin/perl which is, presumably, the default RedHat / CentOS perl binary. I cannot reproduce with either the stock 5.3 install or an up to date 5.3 install. Please provide information about how your @INC differs from the default and any CPAN::Config or CPAN::MyConfig packages you may have in that @INC which are changing how local::lib and CPAN behave.

Correction, I can reproduce, it just didn't reproduce on the first module.
EOL'd version of CentOS and reporter has moved onto a new version.
