It seems that Module::Install::Makefile::tests_recursive tries to
include xt tests only if either RELEASE_TESTING is defined or
$self->author is true. And it seems that it was meant that $self->author
returns true if inc/.author exists. Unfortunately on my system it looks
like $self->author is filled with something else, namely the author's name:
x $self->author
0 'Slaven Rezic <srezic@cpan.org>'
Probably one of the "author" methods should be renamed to avoid confusion.
To reproduce this behavior just test the CPAN distribution
SREZIC/Image-Info-1.30_52.tar.gz
