Subject: Old EUMMs (6.17ish) cause bootstrapping to fail.
'INSTALL_BASE' is not a known MakeMaker parameter name. This presents a dandy chicken-and-egg problem. If anyone sees this who knows offhand how to say this in old EUMM, I'd appreciate a comment.

Subject: Old toolchain modules cause bootstrap failure (needs reducing).
Upon further investigation, the new EUMM *is* being installed despite INSTALL_BASE being invalid. Given this, I'm no longer sure of the specifics. Will need more research to isolate.
