An XS version written in C would have the following advantages: - speed, - can handle UTF-8 data directly, avoiding quirks in older perl versions.

Note that I'm not so sure about that. Currently, U::S creates a single perl function that is eval'd and compiled by the perl environment.
With IDNA2008 no longer using Stringprep; and PRECIS probably replacing the other uses, writing an XS version no longer makes sense.
