Does my attached foo.png show the problem? If so while I agree bottom arrow is a bit rough looking it does not look bad enough to hold Tk804 release.

The equivalent wish script: canvas .c -width 25 -height 25 -bg white pack .c .c create line 12 2 12 23 -width 3 -fill red -arrowshape {9 9 8} -arrow both shows the same behaviour (version 8.4.11 or so). So it probably needs to be reported to the Tk/Tcl people. Regards, Slaven
