Subject: Grade should be UNKNOWN after failing make

In the wiki it is specified that this should be an UNKNOWN not an NA: http://wiki.cpantesters.org/wiki/Reports CPANPLUS consistently always grades this distro as NA when the compilation is failing while CPAN::Reporter grades it as UNKNOWN in this case.

Sorry, haven't had the time to investigate this properly. I'm stalling the ticket until after 0.90 is released, when we were be starting on refactoring the Internals::Report code, where we should be able to resolve issues such as this.
